The Assurance Package (AP) was Budget 2022's 5-year cushion against the GST hike from 7% to 9%, paying out roughly $9.6 billion in cash, MediSave top-ups, U-Save rebates and CDC Vouchers between 2022 and 2026. December 2026 is the final AP Cash tranche - $250 max - and after that, the regular GSTV scheme and the new Budget 2026 measures take over.

Most Singaporeans confuse AP with GSTV because they look identical: same bank account, same August or December timing, similar PayNow-NRIC routing. They're actually two separate schemes that happened to overlap for 5 years. AP is winding down; GSTV continues forever.

1. What the Assurance Package is, and why it's ending in 2026

When the GST rose from 7% to 8% in January 2023 and from 8% to 9% in January 2024, the government rolled out the Assurance Package - a one-time cushion package designed to absorb roughly 5 years of the GST increase for the average Singaporean household. Unlike GSTV (which is permanent), AP was always meant to sunset.

AP comprises five distinct sub-schemes, each with its own eligibility and timeline:

  • AP Cash: 5 annual payouts from Dec 2022 to Dec 2026, up to $2,250 total per eligible adult
  • AP MediSave: 3 annual payouts of $150 each from Feb 2023 to Feb 2025 - ENDED
  • AP Seniors' Bonus: 3 annual payouts from Feb 2023 to Feb 2025 for lower-income seniors - ENDED
  • AP U-Save: HDB rebates from 2023 to 2026, doubled or tripled the regular GSTV U-Save in those years
  • AP CDC Vouchers: bonus CDC tranches stacked on top of the regular CDC scheme

As of May 2026, three of those five sub-schemes are already done. The two still active in 2026 are AP Cash (final $250 tranche in December) and AP U-Save (final $95-per-flat tranche which arrived January 2026). After December 2026, AP is fully wound down.

2. AP Cash 2026: the final $250 tranche arriving December 2026

The December 2026 AP Cash tranche is the smallest of the five but it's also the simplest to claim - no sign-up needed if you've received any past Government payout. Eligibility for the final tranche: Singapore Citizen residing in Singapore, aged 21+ in 2027 reference year, and Assessable Income for YA2026 below the threshold.

The amount you get depends on your AI band and whether you own more than one property:

The cumulative AP Cash you should have received from Dec 2022 to Dec 2026 (5 tranches): up to $2,250 if you stayed in the lowest AI band, $1,350 in the middle band, $700 in the highest band or if you own multiple properties.

How AI is calculated for the final tranche

Your Assessable Income (AI) is your total income after allowable expenses and approved donations - the figure on your Notice of Assessment in myTax Portal. The Dec 2026 tranche uses your YA2026 AI (income earned in 2025).

You can check your AI on myTax Portal: log in with Singpass > Notices/Letters > Individual > select Year of Assessment 2026.

If you crossed the $39k AI threshold in YA2026 (e.g. promotion, bonus, or first full year of employment), you'll drop from $250 to $150. If you crossed $100k, you drop to $100. The AI thresholds are the same hard cliffs as GSTV - no taper.

3. AP MediSave and Seniors' Bonus: both already ended in February 2025

If you're searching for "AP MediSave 2026" or "Seniors' Bonus 2026", here's the answer: both already paid out their final tranche in February 2025. Nothing arriving in 2026 from these two sub-schemes.

AP MediSave (ended Feb 2025)

AP MediSave paid $150 per year for 3 years (Feb 2023, Feb 2024, Feb 2025) to Singapore Citizens aged 20 and below or 55 and above. Total $450 over the 3-year window. The amount went directly into the recipient's CPF MediSave Account.

From 2026 onwards, the equivalent MediSave top-up for seniors comes from the regular GSTV MediSave scheme (up to $450/year for 65+ in HDB flats). For children and younger Singaporeans, the closest equivalent now is the 2025 MediSave Bonus (one-time, paid mostly in 2025).

AP Seniors' Bonus (ended Feb 2025)

AP Seniors' Bonus paid $200 to $300 per year for 3 years to lower-income Singaporean seniors aged 55 and above with AI not exceeding $34,000 and AV not exceeding $31,000. Like AP MediSave, the final tranche was Feb 2025.

The replacement scheme is the Majulah Package Earn and Save Bonus (for those born 1960-1973) and the existing Silver Support Scheme - both pay annually and run permanently. If your senior parent qualified for AP Seniors' Bonus in past years, they likely qualify for one of these now.

4. AP U-Save 2026: the final $95 quarter that stacks on GSTV and B2026

AP U-Save was the bonus HDB utilities rebate stacked on top of the regular GSTV U-Save from 2023 to 2026. Eligibility: at least one Singapore Citizen owner or occupier in the flat, no household member owns more than one property.

The final AP U-Save tranche arrived in January 2026. From April 2026 onwards, only the regular GSTV U-Save plus the new B2026 COL top-up continues.

For FY2026, even though AP U-Save has ended, the regular GSTV U-Save is paying 1.5x the normal amount thanks to the B2026 top-up announced in Budget 2026. A 4-room household will get $450 of U-Save in FY2026 instead of the normal $300 - that's a $150 bump separate from AP. Full breakdown in our GSTV 2026 guide.

The rebates land directly in your SP utilities account - no action needed. They show up as "U-Save" on your monthly bill, with no breakdown of which portion is AP vs GSTV vs B2026 top-up. If your monthly utilities are below the rebate, the credit rolls forward to subsequent months.

5. Payout dates, payment methods, and the PayNow-NRIC trick

AP Cash uses the same payment routing as GSTV - PayNow-NRIC is fastest, bank crediting next, GovCash slowest. The cutoff dates for the December 2026 tranche follow the same pattern as the December 2025 tranche:

When the money arrives

  • PayNow-NRIC: By around 5 December 2026 (the fastest option, default for anyone with PayNow-NRIC linked)
  • Bank crediting: By around 16 December 2026 (if you provided bank details to the Government but not PayNow-NRIC)
  • GovCash: By around 22 December 2026 (slowest, withdraw at any OCBC ATM)
  • AP U-Save: Last tranche arrived January 2026 (already credited)

To get the December 2026 AP Cash via PayNow-NRIC, register your NRIC to PayNow at any participating bank by around 23 November 2026 (govbenefits will confirm the exact date closer to the disbursement). If you're providing fresh bank details to the Government, do it by around 29 November 2026.

The PayNow-NRIC trick

PayNow-NRIC arrives roughly 17 days earlier than GovCash on the same payout - 5 December vs 22 December. For a household where two adults each get $250, that's $500 sitting idle for over two weeks if you take the slow route. Same setup as GSTV: link your NRIC at DBS, OCBC, UOB or any participating bank via your banking app.

Once you link PayNow-NRIC at one bank, it stays linked - same setup that gets you GSTV in August now gets you AP Cash in December. One-time action covers all government payouts going forward.

  • AP Cash gone: lose up to $250-$600 of December cash that you've had for 5 years
  • GSTV Cash continues: still up to $850/year in August, no change

  • GSTV U-Save continues at base rate ($220-$380/year) plus any future Budget COL top-ups
  • CDC Vouchers continue separately under their own scheme - $300/year baseline, plus Budget tranches

For an eligible Singapore Citizen household in 2026, here's the full claimable government cash stack across all live schemes:
